He probably used voting districts; Texas is one of the handful of states with "special data" where you don't have to separately click "use new estimates" and which were more sophisticated than the uniform estimates elsewhere. (New York is another.) No idea how these estimates work and where they come from.

That's cherry picking the data.  Why not 6?

Because the bottom 5 are a heavily Republican list while the mid-low part of the list, from 16th through to 27th place, does display the "Democratic Rotten Borough" effect Brittain had expected. 27th and 28th somewhat obscure it, but apart from them there's a pretty major natural break here, too.
