This map is based on voter registration in the Atlas.
The Southern, Western, and New York/New England regions have nine registered voters, the others have 10.

Although I noticed these figures don't include JFK in California, which would make that Eastern extension of the West unnecessary. Instead, Missouri might be put into the South.
Preparing a map based on voting-age Atlantics next.

There are currently 110 residents with over 18 posts. However, 8 of them don't have an avatar.

In this proposal, those without an avatar would vote in the Upper Midwest.
New York/New England 21
New Jersey to Michigan 24
Upper Midwest 11 plus 8
South 24
West 22

Although it's maybe wiser to just ignore those without an avatar.

In this proposal, those without an avatar would not be allowed to vote.

The problems with these maps is that members will come from other states; and current membersd will become unactive. This is also the main benefit of ten-state maps, because they never have to change.
There is absolutely no reason to believe, though, that the Forum citizenry will one day resemble the US citizenry. Not as long as we Internationals can pick our avatars at any rate. There are currently 9 or 10 (I'm not sure about Emsworth) non-US-citizen registered voters. 6 or 7 of them are in DC and NW of that.
Two are on the West Coast. Gustaf is the only one in the South and Midwest.

I have calculated totals of actual EVs, Atlas residents over 18 posts and registered voters for seven maps.
I've left out Lewis-B, which I consider superseded by Lewis-C, Hugh-B because he has said he liked his other maps better, Gustaf-A because it's too much hassle and of_this_nation because it's too many regions.

Hugh-A
96 - 130 - 119 - 84 - 109
32 - 29 - 16 - 7 - 18
16 - 17 - 3 - 3 - 9

Hugh-C
104 - 133 - 132 - 60 - 109
33 - 24 - 17 - 10 - 18
18 - 12 - 4 - 5 - 9

Lewis-A
65 - 56 - 189 - 82 - 146
21 - 14 - 25 - 18 - 24
9 - 10 - 9 - 10 - 10

Lewis-C
65 - 90 - 153 - 86 - 141
21 - 21 - 21 - 20 - 19
9 - 14 - 5 - 11 - 9

Gustaf-B
117 - 153 - 106 - 78 - 104
39 - 18 - 22 - 6 - 17
21 - 5 - 11 - 2 - 9

MiamiU
117 - 107 - 166 - 68 - 80
36 - 22 - 25 - 5 - 14
21 - 12 - 6 - 2 - 7

Harry
104 - 118 - 106 - 106 - 104
33 - 21 - 16 - 15 - 17
18 - 11 - 3 - 7 - 9

Data for posters over 18 are sometime yesterday. I don't remember the time of day. Anyway it's as in my map.
Data for registered voters are not quite like in my map, because I've now included JFK.

I am not willing to even contemplate any map that includes a region with three or less registered voters. There are three positions to be taken up in any region, so four voters everywhere is a bare minimum if forum democracy is going to work at all (I didn't vote for Governors, btw).
That leaves only three maps - mine and Hughento's last one.
My personal vote is
1 Lewis-C
2 Lewis-A
3 Hughento-C
