To move a election to a different year you'd probably need a trifecta + a supermajority in the State Houses.

Soooo... we could do that in VT, CA, HI, and DE.

That won't help us much.

That's true. If anything it would hurt in CA, because you'd miss out on the gubernatorial turnout boost in the congressional races.
