That depends on how you want to think of being 'responsible' for your troubles. A person who is killed by a stranger for getting into an argument with them is 'partially responsible' for their troubles in a sense, but not really in any significant sense. They do not really share any of the blame for their murder. The point in the headline is either offensive, or trivial but revealing. It is revealing how some would focus on the most victim-blaming and misanthropic interpretation of the facts.
