There's little to suggest that pure threats and sanctions work. Psychologically, something positive has to be offered or occur to break the cycle of escalation.

Un does not come off here as deranged, or suicidal.

Although one must question the Times, as they keep insinuating market reforms will lead to regime change. It's as if they want Un to conclude the reforms are a mistake and should be rolled back. While otoh, the obvious hole in the Times' argument- market reforms in China and Vietnam have not led to regime change.
