I've been thinking about this since the other day when he announced he wouldn't run for Governor in IN again. The Clintons like him, he'd be seen as a safe choice from the Midwest who wont do harm, and was a contender for the job in Gore's, Kerry's, and Obama's campaigns. Plus, he doesn't strike me as someone who would mind too much about being overshadowed by Bill.  Granted he will have been out of office for a few years, but that didn't stop Kemp and Chenney from being picked.
