After Russia, Here comes Japanese sub-divisions: prefectures. Rules are as before. List of Japanese Prefectures and their flags are here. (also more detail on the prefectures here). Which you prefer is up to you. Round 1In this round five flags will be eliminated. Each voter has 5 flags to distribute votes to, listing them 5-4-3-2-1 in order of preference with 5 the one you must want to see eliminated and 1 the least. The five flags with most votes will be eliminated EXCEPT that to be eliminated each flag must receive votes from at least two voters as to avoid unfair eliminations to the strength of one particular voter's 5 vote.
