Republicans have persistently done quite poorly in the Pacific Northwest, doing worse than Republicans usually do in safe states. However, that's an order of magnitude different than the failure of the FLDP, which does almost as poorly as the WA or OR GOP in a state which, if it voted like other states, would be a highly competitive swing state.

Some of the FLDP's weakness is a result of the state's peculiarities, to be sure, but it's not like Cubans in South Florida have never voted for Democrats. Democrats have made inroads there before but the party has persistently failed to engage with Latino voters in any meaningful way.
It’s not just Latinos; African American and especially the Caribbean immigrant subsections along with winnable non-college graduate whites are also effectively abandoned.
