Probably not. My brother lives in Visalia and the weather is not my style.. though the relatively close proximity to the mountains is nice. He can go up skiing for the day and still come home in the evening.
I visited him there once in 2005 and it was like 110˚F with a dewpoint in the upper 50s... so it actually felt like it. Everything was dead and brown and the cows were all crammed underneath the open sheds in the middle of their grassless fields... I even saw a dust devil blowing around one of them...
It made me think.. those "happy cows come from Califoania" is such bullsh**t. Sure, winters in Wisconsin are cold.. but their summers very good for natural grass growth and (get this) they can catch the shade under all the oak trees that love to grow in pastures.
