The murder rate is relatively very low in MN.  The total number of murders increased from 88 to 133...a rise of 1.6 to 2.4 per 100,000.

There is likely no easy answer.  Without seeing specific characteristics I'd say it is gang/drug related.  Doctors spent the 2000s handing out opioid prescriptions left and right.  This made lots of people addicted.  The feds cracked down on that and so the supply became illegal, more potent, and provided by gangs.
