You have that mixed up:

Income tax>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>sales/property taxes.

But I'd just suggest taxing income from capital at the same rate as income from wage labor.  Then make up some of the difference by getting rid of sales taxes except on luxury items.
