Talking on a phone while driving isn't much different from talking to a passenger in it. Texting of course is different. Ban texting while driving for everyone and have phones allowed otherwise unless you have some sort of restricted license (like if you got a DUI or something.)

Although operating a non-automatic car with a phone in your hands isn't very easy...
And in fast food America.. it's not easy to eat either.

But who, in America, drives a manual?  We leave such rudimentary things to the rest of the world. (As someone who drives on snowy, icy roads for much of the year, automatic is *greatly* preferred.)
