I'm not exactly sure what 'response' you're talking about here, but the answer is that vaping isn't really a partisan issue because most people don't really care about it, and I'd wager that people who vape aren't really reliable voters.

There’s plenty of other things that nobody cares about yet they’re still partisan issues.

If it's a partisan issue, then by definition people care about it.
