Perot manages to win some states, and wins enough to hang the Electoral College. However Bush wins the popular vote.

Who does the Democratic Congress pick?

(Inspired by a President Forever game of mine. I've yet to be able to win as Perot though.)

Wait. Perot wins enough states to take the election to the House, right? In other words, a la George Wallace? But Bush and Clinton win the remaining states with none of them getting the 270 EV needed, right? And Bush wins the popular vote, right? OK, here's what I think. Should Bush be the one that won an Electoral College plurality and the one that won the popular vote, the Democratic House could've reached an agreement and have Bush as Pres but Gore as VP. 

If that were to happen, would that create an awkward scenario whereby Gore is planning for his own run in four years that the President has no intention of backing?
