There haven't even been 72 hours yet, this motion is invalid, also yeah I'm not sure of the need for this
This is a meta-game thing that makes sure that there isn't stories about how NPC's couldn't vote in NPC Elections and all that by forming a committee in each county of local leaders to determine where polling stations are.
