Oh, there's a ton of stuff like that. The Church of Scientology IPs were perma-banned because they have an institutional structure that allowed them to coordinate vandalism on Wikipedia. There's no range of IPs for various caste-warring Hindus or for the Greco-Macedonian combatants or for angry Serbs and Kosovars or for any of the other ongoing edit wars on Wikipedia. So the accounts get banned, and IPs sometimes get blocked, but there's no way to actually eliminate the problem in the same way that it was possible to eliminate the Scientology problem by banning all IPs owned by the Church of Scientology.
