That is helpful except if Senators are elected in the same round, either as retiring incumbents or newly elected ones.

Hmmm... this wouldn't apply to the incumbents (it's the swearing-in timestamp that matters for seniority), but it would for newly elected members. Maybe just make that based on the timestamp as a tiebreaker:
