     If I'm interpreting this right, it could actually help us in that it would make it harder for new nuclear powers to emerge.

Still does not help us, we are entering into a foreign agreement which is not a good thing.

So, DWTL, are you saying we should never enter into agreements with foreign nations?

Indeed, unless of course we happen to be the ones that draw it up and its one on one agreement that directly benefits us.  Adopting international protocol is not smart
