You can't - there aren't any rights to the land involved. The land is part of Cuba, and the only rights Atlasia has there are for coaling (which is obsolete) and "naval purposes" (whatever the hell that may be).
Coaling?  Damn that is actually a good idea, alternative fuels.  I'll work an amendment that closes the prisoner camp and makes a coaling station.

We already have closed the prisoner camp (which is actually wholly illegal anyways [/pov] ) and we don't need a law to create a coaling station - what we would need is build ships that burn coal, though. Tongue

Silly me, I took coaling to mean mining for coal rather than fueling, I've lost my 1903 blinders Tongue
