No, he just hates FDR. Note he separated Truman > FDR and All of FDR's VPs > FDR because Truman was the only one he knew.
Not the only one I knew, just the only I could definetively say would be better than FDR, the others were sort of unpredictable. Its not just unthinkable that any of FDR's VPs could have been worse unless they were like Abe Lincoln or something
