If the situation is bad and Senator Johnson cannot carry out his duties, who would Rounds appoint?  I don't mean Republican or Democrat I mean a specific person.

He should appoint Stephanie Herseth, as she is a moderate Democrat, and a Democrat was elected to that seat originally and recieved a mandate.

It wasn't exactly a mandate it was a ridicuously close election

So I take it that Bush didn't "exactly" have a mandate during his first term?  He won Florida's EVs by almost the same number of votes that Johnson won re-election by in 2002.

Yes, Bush's first election was not a mandate
