By that logic, we should give South Korea aid.
Over 28,000 American troops are stationed in South Korea. That more than qualifies as aid.

Because NK will never attack SK. And even if they did, NK is a nuclear power, and USA foreign policy since forever has been to not go to war with nuclear powers.
You don't know for sure that NK will never attack SK.
