It was posted on twitter like half an hour prior to CNN getting it, but everyone thought it was fake initially until CNN confirmed it, because it just didn't seem plausible that he would frown that much. What a horrible picture OMG.

They released it early? I am still a bit skeptical as Fulton County said it was not releasing the mugshot until 4 PM tomorrow.

People know it's not true, but he wants them to know that. Because if they know that, they know that the truth doesn't matter. The point is he can get away with saying anything he wants. It is supposed to make you feel powerless, that nothing can be done to bring the truth to light or to make truth or facts or reality matter.
