A soldier is a valuable commodity--especially for small nations--and a satisfied soldier is a more effective machine.  Actually, for large nations it would be a good investment as well, but because such investments are harder to justify to large numbers of people than to small numbers, and because large populations yield more cannon fodder, it's not as important an investment to larger ones.
