Same reason why the white vote voted for Obama, to make america great again, but not the way Trump does it, by removing safety nets to help individuals, use government regulations to help the poor.

Bradley effect happened in MD, in 2006, where, Mfume, who said he was adamant against Iraq War. Whereas, Cardin, said he was against it, and voted to fund troops. MD Dems wanted a progressive, instead got Cardin. Blacks aren't happy with Cardin. Rashurn Baker would have done better against Hogan.
