The states I am assuming he means are ME, OH and Ma. They tend to vote opposite in different election years; but the state GOP doesnt go by party platforms that wants to ban all SSM like in Ma, so Baker can be reelected in 2018.

Rauner or Hogan wont be reelected, the state parties are dominated by Dems and had weak Dems running, in 2014.
