For the two counties I couldn't classify: Madison: Has some suburban-ish areas in the southwest corner and is rather close to Indianapolis, but also contains a decently-sized city (Anderson)
Porter: Portage is more suburban, but Valparaiso is more of a "small city", and Chesterton even more so
