Perhaps in a way similar to NZ, but a little better, we have 2 referendums, the first for if the flag should be changed, and the second including several designs.

This would be a good system.
If there are no objections to this system I'll introduce a bill to do this when I get the chance.
I'd rather we didn't do it this way, actually; not all alternatives are created equal, and I imagine the some might prefer the current flag to some of the proposed designs, but not others.

How about 1 round with the current flag and the proposed designs? Of course there would need to be a design period so citizens can propose what they believe to be better designs.
