Much of the USA has very hard (full of minerals) groundwater.  Gives you atrocious hair after a shampoo, and makes soap feel.. gross.  On the other hand I think maybe too-soft water has some drawbacks as well?  I'm not sure, as for sure Missouri had awful water in the ground.  Here in Thailand showers feel just right though.

There's actually a map of Austria showing how "hard" the ground water is:

If the low values mean "soft" and the high values "hard", I use "soft" water.

So, my answer would be "soft city water (public)". But that's not an option, so "Option 3".
