Elwood City is an old lumber mill and factory town located in Pennsylvania and said to be based off of the author's hometown of Erie (https://arthur.fandom.com/wiki/Elwood_City) so I suspected it has consistently voted for Democrats but with a large swing towards Trump in 2016. Its county probably went Republican in 2016 though.

This lends further credence to my theory that a grown-up Buster becomes an alt-right pundit after starting with conspiracy theory videos.

I actually don't see it. He was pretty concerned that people lie on the internet, I doubt he would do it himself.
