3-No, that would be much more expensive and medicare's funds aren't doing so well anyway
4-I'm not sure what the voucher is for
5-Definitely no, medicare should decide who needs the money and when and medicare needs more money anyway (so it could afford things like Clause 3).  This is a ridiculous clause.

Final Analysis:No.  This bill will kill pretty much the entire class of poor seniors.
