Print it, and send it out in bales to Kalamazoo and Bald Knob, let the good people get it spent, and all will be well.  Let the county sheriff grease things a little like in the old days, too - things were better then.  If you know what I mean.

Of course, the second problem is simply having far too many employees, such as the United States as a whole having massive number of local education employees.
