A better job/life than LA. There's nothing keeping me here necessarily. Honestly, I'd be more likely to move to Mexico City or Hong Kong or Madrid or London or Sydney than most places in the USA. I just don't have any reason to move right now.

Means, language competence, and and time. I wouldn’t want to live abroad during child-tearing years (assuming a hypothetical significant other isn’t herself foreign). But before (early-mid twenties) or after (fifties?) would be fine, assuming I had a well-paying job doing what I wanted and serving my ideals.
I actually disagree with you on that. I've definitely thought about temporarily moving for a year or two when my child is in the age 12-16 range or so. I think he (and most others) would love it, and be a better person for it.

China's corrupt, authoritarian government is a big turnoff for me. It's not the only issue I have with the country, but a big one nonetheless. I'm not sure how a politically active person with my set of beliefs is supposed to fit in there.

There's always Taiwan Tongue
Hong Kong is great, too! (but weird, politically)
