The rust belt has PA, OH, MI, WI, IN, IA, and MO.

The sun belt has NC, FL, and VA.
If you're including OH, IA, and MO in the rustbelt, then you ought to include AZ, GA, and TX in the Sunbelt. Also, if you're including VA as competitive, so is CO, NV, NH, MN, ME
