So, in 2008, regardless of who becomes President, Democrats are almost guaranteed a gain of 4 seats in the Senate, as well as gain some seats in the House of Representatives. Looking forward to 2010, the Class III Democrats all seem to have a great chance of retaining their seats. The HOR is harder to predict for 2010, so I won't try it. But what I think is fairly easy to agree on is that from 2009-2011, the Democrats will control both houses of Congress, and from 2011-2013, the Democrats will at least control the Senate.

So taking this into account, what would the first term of a McCain presidency look like in terms of legislation passed? The Democrats will likely not have fillibuster-proof or veto-proof majorities in either house, and so will not be able to pass through everything they like, but McCain will have an impossible time pushing through any legislation that isn't favored by a good amount of Democrats.

So what're the types of legislative compromises that McCain and the Democrats could make?
