This is a period in which the actions and activities of many were forgotten. This is partially related to the treatment of African-American veterans of the Civil War, whose legacy was largely white washed out of existence in the name of the reunification ethos that prevailed in the late 19th century and early 20th century as well.


That being said, Clauses 2 and 3 concern me with their wording. Is this existing funds being redirected or new funds being appropriated. If the latter, it would violate the House Paygo Resolution.


I would assume the former, though I don't know what it would be redirected from, and what effects that will have.
