Democratic Convention should be in Milwaukee
Republican Convention should be in Atlanta

This makes the most sense, tactically speaking. Play defense in a time of uncertainty. Going for AZ/GA is too risky for Democrats, and holding the Rust Belt may prove to be very difficult for Republicans.
