Truman: I'm going to generate some controversy here and say Bush.


I think you are right. Truman was a strong leader and he would not have trusted Kerry, who was a flip-flopper.
Truman also was a devensive hawk who wouldn't like to see a president loosing the election while a "war" (on terrorism) was going on.
