"Cultural conservative" means xenophobic, fearful of immigration, fearful of foreign culture, fearful of the population loosing its national identity, fearful of foreign languages and people who speak them, etc.

Someone who wants open borders because they think Hispanics tend to be pro-life would be socially conservative but culturally liberal while someone who's pro-choice but is fearful of Syrian refugees voting for Sharia Law would be socially liberal but culturally conservative.

Why define "cultural conservatism" solely in terms of external threats?   

I thought that "cultural conservatism" is by definition concerned with external threats.
