New Jersey is a solid blue state, has no abortion restrictions whatsoever, isn't religious, etc., yet in 1999, a state law passed that made nude beaches illegal and in 2010, the town council of Asbury Park, a place famous for its rebellious music scene, said no to topless beaches.

Have you seen the people who live in NJ?  Why would you want them to be pro-nudity?
I live in New Jersey, and there's nothing wrong with the appearance of any of the people I've met.

I am not overly familiar with the politics of 1999 Asbury Park, NJ ... but if it's like any other location where nudity is legal, then all of the wrong people would be taking advantage.

Freedom Law.
Name one person who died from "the wrong person taking advantage", and it's not anyone was being forced to attend the nude beaches.
