Beshear is up by 6% in Warren County (Bowling Green) with 80% of the vote in. Bevin won there by 14% in 2015.

Did Beshear underperform in Kenton and Campbell or are those narrow victories good results for him?

Relative to the past, Beshear BTFOed Bevin in Kenton and Campbell. This is ancestrally Republican suburbia. Bevin 2015 and Trump both won them by double digits.

For comparisons sake:

Boone County: Bevin +35 in 2015, Bevin +15 in 2019 (Trump +41)
Kenton: Bevin +18 in 2015, Beshear +1 now (Trump +26)
Campbell: Bevin +13 in 2015, Beshear +5 now (Trump +24)

Bevin actually did a little worse in the whitest and most rural district in the country compared to 2015:
