Absolutely not, these include rights that need federal protection.

Which ones specifically?

It's ridiculous to restrict the federal government's jurisdiction on these issues.

This proposal would constitute a lethal blow to the Union.

Would you be open to a truncated version of the bill? What would you like to see removed?

I object.

I am willing to vote for a truncated version of the bill but I would like to see the full Senate vote on these changes.

Acknowledged. Same rules.

Id just like to point out that 3/4s of poll takers think the minimum wage should be Regional.

It's tricky to extrapolate any kind of intent from a single poll. Could it not be argued, for example, that some respondents chose "Yes" with the assumption this meant "Regions should be allowed to increase the minimum wage above the federal amount," instead of, "The federal minimum wage should not exist."?

Empowering the Regions would allow for that though. The Regions could have a $10, $15, or $1000 minimum wage. It makes a lot more sense than a flat value that doesnt factor in cost of living.

We have already factored in cost of living but the reality is the previous minimum wage was far below the living wage even in rural areas with low cost of living.

Senator, I want to reiterate my previous question to you. Which parts of the legislation are you willing to support, if any?

Here's a clarifying amendment based on Poirot's concerns.

I am also interested in Laki's idea of voting on amendment policy categories individually. The underlined green text is what is being added.

Quote from: Amendment
REGIONAL RIGHTS AMENDMENT

Quote
1. Article VIII, Section 1 of the Atlasian Constitution shall be amended as follows:

Quote
Section 1

This Constitution, and those laws, treaties, and other acts made by the Republic of Atlasia in pursuance thereof, shall be the supreme law of the land, and the executive and judicial officers of this government and of the several Regions shall be bound thereby, any thing in the laws or constitutions of the several Regions notwithstanding subject to the exceptions made in this Constitution. The constitution, laws, and other acts of the Regions shall be the supreme law within their respective territorial boundaries on the following subject matters: abortion; agriculture and farming; length of terms of imprisonment and parole eligibility; collective bargaining, maximum work hours lower than forty hours per week, and wage floors; education and school activities; energy exploration and generation; mining, provided that no Region shall permit mountaintop removal; the manufacturing, sale, carrying, and ownership of firearms; Regional defense forces and militias; and the time, place, manner, and all other responsibilities of conducting Regional, State, and local elections, but excluding federal subregional and regional Senate elections.

Quote
Amendment Explanation

This amendment enumerates a list of Regional powers over which each Region shall be the highest authority within their respective territories over. This listed powers include regulation and oversight of abortion, farming, length of prison sentences and parole eligibility, collective bargaining, minimum wages, maximum hours subject to a federal maximum of forty, education, mineral extraction subject to a federal ban on mountain top removal, gun control, Regional guards, and internal election oversight for non-federal elections.

There is no need for this change, period. It undermines economic opportunity for working people even without allowing a radical move to the right on social issues. There is no incentive for anyone with a left-leaning view to compromise here, because this is a destablising change that also undermines everything we care about.

The Union speaks for itself and I will not compromise my fundamental values if the South wants to deal in threats.

You're the one who made it about "the South v. everyone else" because Labor hates the South and always will. Anyone who wants a united country shouldn't vote for them.

Nay. I would like to vote on the parts of the bill individually. We can even vote on all at once to save time. I don't want to rush this, though, or to jam through a final vote when we could get to a compromise amendment. I can introduce the amendment should cloture fail but it will have to be in the form of striking things so a Nay vote will mean assent on each part.

Amendments

1. "abortion;" is hereby stricken from the amendment proposal.

2. "agriculture and farming;" is hereby stricken from the amendment proposal.

3. "length of terms of imprisonment and parole eligibility;" is hereby stricken from the amendment proposal.

4. "collective bargaining, maximum work hours lower than forty hours per week, and wage floors;" is hereby stricken from the amendment proposal.

5. "education and school activities;" is hereby stricken from the amendment proposal.

6. "energy exploration and generation;" is hereby stricken from the amendment proposal.

7. "mining, provided that no Region shall permit mountaintop removal;" is hereby stricken from the amendment proposal.

8. "the manufacturing, sale, carrying, and ownership of firearms;" is hereby stricken from the amendment proposal.

9. "Regional defense forces and militias;" is hereby stricken from the amendment proposal.

10. "the time, place, manner, and all other responsibilities of conducting Regional, State, and local elections, but excluding federal subregional and regional Senate elections." is hereby stricken from the amendment proposal.

I hereby propose the following amendments which should probably be voted on concurrently. Since the change in each case is straightforward I don't find it necessary to mark up the original amendment for each change. We can clean up language around the placement of "and" in the list and fix the amendment explanation based on what's kept in after this with a quick amendment that probably won't earn any objections.

I included terms together based on where the semicolons were but we can break some of these phrases up keeping only some of the relevant terms as appropriate/as and if Senators want to vote on them separately.

EDIT: Do note that once a 24-hour period for objections is opened all of these will have to be objected to so the Senate can vote on each issue by itself.

Considering the fact that normally under Atlasian/US law every power not given to the federal government belongs to the states/regions, what would this exactly do other than clarification at best?

Ensure that some rights are reserved for the regions. The federal government has never been in the habit of happily not extending its powers.

These infringe on rights that in the Constitution as it stands, belong to the people, not to the whims of YT.

Oh, does the amendment gives those rights specifically to YT, or to the regions?

Since the amendment(s) were not recognized. Here are 10 alternates should cloture fail since Laki and I, at least, perhaps among others, expressed interest in voting on the parts included individually.

Please object to each and all, someone.

Also, in the event that the elections clause is struck out, I did not move the final "and" so that language, if that clause is voted out, and if cloture is not invoked, will be subject to a minor amendment to fix the sentence structure/"and" placement. I did not move the "and", ftr, because if the militias clause is struck then the "and" would have to be moved anyway.

We could break up terms further on some of these, if that is something that is wanted but I think sectioning this by what is between the semicolons is fine, unless someone is interested in breaking some of these up, should cloture not be invoked.

I hereby cast a proxy vote of Abstain for Senator NC Yankee who has authorized me to do so due to the unfortunate personal circumstances that have befallen him. After a lot of consideration, I think Yankee would probably abstain. I imagine he would support the bill as is and would be open to heading to a final vote but he might also want to let the striking amendments go forward. If he is able to vote on this before the vote closes or if his seat is vacated and he is replaced before the vote closes, please recognize that vote instead, Mr. PPT.

Also, on this bill and any other votes in which I must make a proxy vote, if anyone is aware of public comments of Senator Yankee, on each issue at hand in general, to the contrary to my belief of how he would vote, I would appreciate it if you could let me know so I can change the proxy vote to reflect that.

Aye on cloture.

Also,  will Senator WestMidlander, please stop with the proxy votes? The Senate rules don't allow it, unfortunately,  the bill to change the Senate rules to allow them is probably unconstitutional in my opinion, and all you are doing is gunning up the Senate and preventing us from doing other business.

I beg of you, withdraw this proxy vote and all other ones you have cast.

No one objected to this vote of abstain that you find so offensive. The obstruction on the proxy-vote-allowing bill will only be encouraged if I accede to the demands of the tyrannical minority. We are also already voting on allowing the proxy votes on several bills.

I object. Can we go for this instead? I added one word and imo made the capitalization more consistent with the rest of the amendment.

1. Article VIII, Section 1 of the Atlasian Constitution shall be amended as follows:

Quote
Section 1

The constitution, laws, and other acts of the Regions shall be the supreme law within their respective territorial boundaries on the following subject matters: abortion; agriculture and farming; LGBTQIA+ issues and furry non-discrimination; length of terms of imprisonment and parole eligibility; collective bargaining, maximum work hours lower than forty hours per week, and wage floors; education and school activities; energy exploration and generation; mining, provided that no Region shall permit mountaintop removal; the manufacturing, sale, carrying, and ownership of weapons; Regional defense forces and militias; and the time, place, manner, and all other responsibilities of conducting Regional, State, and local elections.

Amendment Explanation

This amendment enumerates a list of Regional powers over which each Region shall be the highest authority within their respective territories over. This listed powers include certain non-discrimination laws , regulation and oversight of abortion, farming, length of prison sentences and parole eligibility, collective bargaining, minimum wages, maximum hours subject to a federal maximum of forty, education, mineral extraction subject to a federal ban on mountain top removal, gun control, Regional guards, and internal election oversight for non-federal elections.

I object. Can we go for this instead? I added one word and imo made the capitalization more consistent with the rest of the amendment.

Officially introducing this as an amendment.

As another note, I intend to withdraw this amendment if the Wulfric-Scott amendment fails.

The foreign policy amendment presents a clear danger to the integrity of the Union. It would mean that the Union is not a Republic and not a Confederation, but an alliance of loosely affiliated sovereign states, i.e., something that our international enemies are cheering on.
