Jesus, can we have a single question from these moderators about policy? Warren is trying to get into substance a little here, but everything so far has been "X said Y about Z in an interview the other day, please respond, Z."

"We adopted a policy which was already in place." What does that mean? It was already happening and it was bad before Bloomberg came in, but once he got there it became good and started saving lives?
