Thanks Pyro for making my life easier! Smiley For the purposes of numbering, that shall be ammendment L 2:03.

As for the ammendment itself, I also oppose it. This is pretty much a ban on abortion. I've always held the belief that abortion should be legal in the first 3 months at a minimum, banned in the last trimester (except to save the mother's health) and months 4-6 (or weeks 13-24) would be the sweet spot for making a cutoff point. Where exactly I am not sure though.

However, the Reasonable Limitations Act was exactly that; reasonable. The later Lincoln Abortion Ban, while not a bad bill, is certainly just at the lower edge of what I prefer. Between the 2 I am taking the earlier, less restrictive version.

Mr. Speaker, I propose the following amendment

to return Lincoln to a common sense reproductive health law

Section I

1. The Lincoln Abortion Ban Act (L 11.30) is repealed, and the provisions of law amended or repealed by such Act are restored or revived as if such Act had not been enacted.
2. Women shall only be allowed to get abortions in cases of rape, incest, or danger to the life of the mother. All third trimester abortions are banned, except in cases of danger to the life of the mother
3. Neither the government of Lincoln nor Lincoln’s taxpayers will fund any abortions or abortion providers, such as Planned Parenthood. Any payments from abortions, must be out of pocket payments from the seeker of the abortion

Section II

1. This act takes effect immediately upon six months after signing by the governor.

This vote shall last for 24 hours or until all councillors have voted

Per precedent a vote on an objection to a final vote functions as a vote on cloture.
So a 2/3rds majority is needed to overrule the objection and begin a final vote.

Well, reading the Standing Orders, if I understand correctly, only the Chancellor can call a vote on cloture right?

Of course, with the Chancellor himself being the sponsor of this legislation and the one who called for a final vote, it's very likely that he calls for cloture; but I'd just like official confirmation

Also, I personally recommend the rest of the Council to vote in favour of Cloture. We don't seem to have anything else to add to the debate, so why not end debate move forwards with a final vote?

Btw it would be good if there are some progressive or conservative people challenging abortion laws.

But how can conservative people challenge an abortion law, unless I could ask you to decide if the previous law did not produce an "undue" burden, I'm guessing any law has to followed Planned Parenthood v. Casey

Well, the Atlasian constitution is not exactly the same as the RL US Constitution; and the Lincoln constitution is most definitely not the same as any RL US state.

While it would be extremely annoying for the judges since I don't think any of them are experts in law, in theory someone could try to bring a Supreme Court case trying to overturn Planned Parenthood v Casey and Roe v Wade. If I was a Supreme Court judge I would actually deny certiorari for that as long as there was some even remotely valid reason, but it's a possibility nontheless.

Another option could be for someone to introduce a constitutional ammendment or a law in Atlasia's federal legislature banning abortion. It's unlikely to get anywhere, but it's also a possibility.
