The neighboring state argument only works in a few select cases: (1) when people live in small states near a major city and watch that city's TV (ie the tri-state), (2) areas directly along the border of the candidate's state where people can watch local TV and hear radio from that state, and (3) in the only 2 regions that still have a regionalist mentality, the South and New England, though New England displays 1 and 2 as well due to Boston and small state size.
