Right now, nowhere, but in 5-10 years, probably Austin, NoVa, and a few of the South Florida districts.

Pretty much any of the city districts (Louisville, Washington, Atlanta, Nashville, St. Louis).

If GA-04 can elect a Buddhist, it can elect an atheist.

Atheism is way, way more stigmatized than Buddhism.

It would probably have to be a white Republican.  A black atheist Democrat would have trouble winning a primary.

You think an Atheist could get through a Republican Primary anywhere in the South? Or anywhere in the country for that matter?
