Can't support this bill. While I'm favorable to its intended goal this will have to be pursued at the regional level.

I urge the governments of Fremont, Lincoln, and the South to take this up immediately.
The regions can't affect this at all. It's a federal issue. The Census Act is federal law and overrides anything that the regions might pass (which would by default be non binding).

I don't know if I still can but since this has not been brought to a vote I wish to object and propose the following amendment:

Quote
Section III: Timing
1. The amended restriction shall apply to registrations taking place after March 31st, 2021

The main reason I propose this is so that all those Lincoln moves don't get stuck there for a year, since I assume this bill was proposed in response to that.
I'm fine with that. Also would be a lot of work for Peebs to go back and pick dates for everybody so having the current registrations be locked in isn't a great idea.

I believe a new sponsor is needed. Probably MB since he wrote this.
Yeah I can take up sponsorship.

Seeing no objections, Ninja’s amendment is adopted.

I believe a new sponsor is needed. Probably MB since he wrote this.
Yeah I can take up sponsorship.

A further 24 hours to object to MB assuming sponsorship.

I was hoping to sponsor. I was co-sponsor.  I'm firm on getting this through at 1 year limit.
So is this an objection?

Yes, I object since you seem to be a supporter of less requirements regarding residency.
What?

With no answer, I'll recognize myself and Harvey as co-sponsors.

Is this coming?

For Talleyrand and anyone else examining this bill for the first time, YE's amendment last Congress struck the second clause and we are only considering the 1-year limit at the moment.

With that said, long overdue amendment:

Quote from: Amendment Offered
A BILL
To protect the integrity of the regions

Be it enacted by the Senate and the House of Representatives in Congress assembled,
Quote
SECTION I: TITLE
1. This legislation may be referred to as the Regional Registration Act.

SECTION II: CONTENT
1. Section 4, clause 2 of FL 22.9, the Census Act of 2019, is hereby amended to read the following:

Quote
If a voter has been registered in more than one region over the previous one hundred and eighty days, they cannot register outside the region they were most recently registered in.

After establishing residency in a region, a voter may not change residences to another region for another three hundred sixty-five two hundred and seventy days. This shall not be affected by deregistration.

SECTION III: TIMING
1. The amended restriction shall apply to registrations taking place after March 31stApril 7th, 2021.

I believe the 9-month figure here was originally a suggestion from razze.

We are bumping up against the March 31st deadline Ninja originally set, so I have also extended that by a week.
You might want to change it to "when passed" since it's obviously going to take more than a week to go through the senate.

Otherwise no objections.

Amendment is adopted.

Since Harvey motioned for a final vote I'll start it. Here's the bill as it stands:

Point of order.

Why was there no vote on changing the period to 9 months?

I motioned for a final vote on the one year limit.
There was no objection to the amendment in the 24 hour period
