Although he is the leader of NK, he is the first leader to actually try to modernize the country and fix the starvation and access to food issue, many new skyscrapers have been constructed in pyongyang under his government, and many new restaurants, post-secondary education opportunities, reaching out to China and USA.
He is a FF IMO but he needed to act a bit tough to consolidate his position due to the nature of NK politics.

Saw a BBC newspiece on the Taliban controlling Helmand Province and they seemed to have softened up a bit, allowing foreign journalists in and commerce to take place, especially compared to ISIS.
