This bill is necessary to uphold important protections on the Internet, such as right to free speech, right to privacy, and right to know which are guaranteed by our constitution but unfortunately subject to interpretations that drastically differ from the clear intent. This sets those rights in stone.

I'd like to thank former Fremont MP Raymundoflx (rest in peace) for originally authoring this bill.

What would the practical effects of clause i be?

Say for example the Atlas forum, how it and its TOS be affected under such a regulation if it were implemented IRL?
Clause i meaning "No corporation, internet service provider or hereabout shall sell bandwidth for money that is faster for those that can pay"?

This one actually:
Quote
(i) This entails that privately owned companies that let users post/express their opinions should be regulated as public utilities, so that free speech is upheld and protected by the Atlasian Government.
Clause ii states that "If users have violated terms and conditions or are engaging in harmful harassment, they may have their speech halted." So it does protect the right of websites to post terms of service that must be followed. I think that should clear things up.

Well it does establish a general right to free expression on the internet. Something that is good to have it clarified.
