Looks like to me the decline started during 1994, not 1991. 23,440 murders in 1990, but 24,530 in 1993. By 1999 it's at 15,522.
Normally I wouldn't comment on this stuff but this type of thinking is getting people killed. Mass incarceration works. It's one of the few things Bill got right. We need LESS criminals on the street, not MORE. LMAO!
On the flip side, there's quite a bit of evidence to suggest that crime started dropping as a result of abortion becoming more accessible
